Struggling against both Germany and the Soviet Union, Latvia emerged as an independent nation state after theFirst World War. In 1940, the Soviets occupied neutral Latvia, deporting or executing more than 30,000 Latvians before the Nazis invaded in 1941 and installed a puppet regime. The Red Army expelled the Germans in 1944 and reincorporated Latvia as a Soviet Republic. By the end of the war, an estimated 180,000 Latvians fled to the West. The Soviets would deport at least another 100,000.Drawing on a wide range of sources-many brought together here for the first time-Lumans synthesizes political, military, social, economic, diplomatic, and cultural history. He moves carefully through traditional sources, many of them partisan, to scholarship emerging since the end of the Cold War, to confront such issues as political loyalties, military collaboration, resistance, capitulation, the Soviet occupation, anti-Semitism, and the Latvian role in the Holocaust.

Valdis O. Lumans is the Cleora Toole Murray Professor of History at the University of South Carolina Aiken. He is the author of Himmler's Auxiliaries: The Volksdeutsche Mittelstelleand the German National Minorities of Europe, 1933-1945.

Barbarians at the door

As a histographic document Mr. Lumans' Latvia in World War II has no match that I am aware of. It is so involved and detailed that none would dare challenge it's details.

Yet the author's own introduction/forward opens the door to a sway found throughout that pulls the work towards the author's beliefs often in opposition to other portions of the text. The work seems to lack the homogeneity of a well blended distillation but rather presents itself as an aggregate of disparate and often contravening lumps.

Mr. Lumans' forward aptly describes the dilemma of offspring being raised thousands of miles from their homeland based on parental remembrances rather than reality. My upbringing and Mr. Lumans' are virtually identical. It is not just a matter of distance and lack of reference but also of time, since parental `good old days' are sentimental vignettes of the past. Some offspring succumb to such reveries while others rebel. The romanticized memories are often so euphoric that it is easy for a child living under such to reach beyond neutrality in an attempt to bring balance. This perhaps might be the case in two prominent subjects of Mr. Lumans' book which appear unduly so impacted and mar an otherwise masterful work.

In his interpretations of the Ulmans' years, I am unconvinced that his ubiquitous negativity should be as intense as presented. A reading of scholars from his own bibliography, specifically Dreifelds and Ecksteins, reveal a multi century abuse of Latvian serfdom and underlying ingrained disdain of the overlord class, the extent of which does not appear to be appreciated by this author. Eradicating the vestiges of former ruling overlords was a common theme in Europe. This does not change the Ulmanis' years, but explains to a large extent their popular acceptance. Additionally, to somehow tie the Ulmanis' years as a ramp for the communist annexation, as is attempted in this book, is an assault that simply is a reach too far. Ulmanis' actions might inadvertently have abetted but surely he cannot be blamed for greasing the skids.

In his treatment of the Holocaust issues, Mr. Lumans seems as well to display a desire to habitually hyperextend towards the worst. Even in proffering hard data he seems to want to repeatedly err on the side of excess, often adding his own caveats of exaggeration. If his data interpretation is in order, how much value can be attributed to numbers from unverifiable field missions, the results of which will determine the reporter's military status. Or for that matter, from documents stashed in archives of a nation that as policy rewrote history at full gallop and to it's pleasure. Verifiablity does not necessarily ensure correctness. Nor should such routinely be magnified towards the author's particular penchant. Mr. Lumans readily points out that others do not agree with his presented data, yet rather then striking forth in neutral balance, he colors his views based on his exaggerated beliefs. Realistically there is no way to reach back to the ultimate truth. Yet if there is a truth to be found, I suspect it is somewhere between Mr. Lumans in his second generation distillations and a Mr. Anders in his small but very enlightening first generation account of a Jew, as he describes himself, Living Amidst Latvians in the Holocaust.

The psyche of a people who have routinely come under the sword physically, ethnically, or religiously by barbarian invaders as Genghis Khan, the Teutonic knights, Napoleon, Stalin, Hitler, the Poles and even Sweden, cannot help but be tempered by their ingrained lessons in self survival. Thus when they come under butchery once again by familiar invaders for the continuing and express purpose of extermination or enslavement in WW 2, civility could not have been expected. Because Latvia's culture and history is so tainted by the multi-layered barbarism of it's past and latest waves of genocidal horrors, the actuality of what and why and culpability will remain eluding even to the most scholarly in our midst.

As a histographic tool this book is well written and useful. But as to a deeper understanding of the happenings and causes, it subtly marred by the author's attempt, perhaps, at absolution from the traumatized ethnology he seems to be trying too hard to outrun.
